Florida law requires that all 3rd grade students demonstrate reading proficiency before being promoted to 4th grade. The primary measure is the Florida Assessment of Student Thinking (FAST) ELA Reading assessment. Students who score below Level 2 on the FAST PM3 (the final reading assessment of the year) may be retained in 3rd grade.
